A good penetrant if you have any around the house is peppermint oil.  Automatic transmission fluid also penetrates.  make sure you have a good set of pliers on the shaft.  I hav had them require one on the shaft and one on the knob.

One trick I have successfully used several times is heating the knob with a soldering iron.  The heat will make the brass expand and also possibly melt whatever substance is sticking the knob to the stem.  The two keys to making this work are grabbing the knob and turning it before it cools too much and NOT touching the metal parts with your finger while they are still hot.
